The Pennsbury Scholarship Foundation is governed by an independent, self-perpetuating, all-volunteer Board of Directors made up of school district and community representatives.

There were no paid employees until 2006 when a paid, part-time Office Administrator, Kelly Corso, was hired. Kelly had been a scholarship recipient and was a member of the Board of Directors prior to becoming Office Administrator.

For the first 17 years, Faye Whalen, secretary to Superintendent William W. Ingraham, handled the day-to-day business affairs of the Foundation. When Mr. Ingraham retired in 1973, the job was assigned to Marilyn Gregory, secretary to acting Superintendent David H. Rhone. She was followed by Marie Lynn when Superintendent Ernest Mueller was appointed in 1976. In 1978, the job was assigned to Kay Cooper, secretary to Joseph Farese, Assistant Superintendent for curriculum and instruction. Kay remained the “right hand” even after her retirement in 1988 from full-time district employment.

 

 

 

 

 

 

 

 

 

 

 

 

Kay continued to volunteer, supporting the Foundation until her death in 1999.  After that, Wanda Long volunteered to keep things running until Kelly Corso was hired in 2006. The Pennsbury administration graciously continues to provide many services and office space in the Pennsbury Administration Building in Fallsington.

Among the support from the Pennsbury School District were the services of Andrea (Andy) J. D’Angelo, coordinator of guidance services for 15 years until his retirement in 1984. He was the link between the pioneering scholarship activities of the PTA and the effort of District Superintendent William W. Ingraham to consolidate the scholarship programs under the Pennsbury Scholarship Foundation. D’Angelo was instrumental in setting up the screening procedure under the PTA program that was adopted in 1968 by the Foundation. The College of Scholarship Services of Princeton, NJ, and the financial aid office of Rider College were engaged to assess the financial information supplied by applicants. Under his leadership, the filing system for each year’s crop of applicants was established to keep track of the many papers involved preparing for the final selection of recipients. D’Angelo was never a Foundation board member, but he would attend several meetings a year on his own time to help with the selection procedure and attended the Screening Sundays each June.

The Treasurers over the years have been very proactive, keeping careful financial records, making scholarship and other payments, developing budgets and keeping a watchful eye on the endowments. The first Treasurer, Clayton Mills, would retain at least 25% of income for the endowment fund. Earl Mead, Treasurer in the 1980’s, exchanged stocks for CD’s just before the market crash of October 1987, Tom Engleman, Treasurer in the 1990’s, developed the Endowed Namesake program, Louise Harmon (Asst. Treasurer 1989-1996 and Treasurer since 1996)  has carefully developed budgets for Board approval that have assured the Foundation has the funds for the growing demands for scholarship funds and remains solvent.

The first Board of Directors numbered 15, and that number has grown only to 19. It is made up of community residents, PTO/PTA representatives and the President of the School Board, the District Superintendent and the Assistant Superintendent for curriculum and instruction.

​

As of 2024, the working committees included Investments, Community Outreach and Publicity, Recipient Contact, Development, Nominations, Scholarship Screening, Hospitality and Technology. As needed, a celebration planning committee has been appointed for the major celebration banquets that have been held every 5 or 10 years. These celebrations have had a two-fold purpose. First is to recognize the work and leadership of the Board members and the accomplishments of the Foundation. Second is to be a fundraiser through sponsorships, raffles and donations.

The first President of the Foundation was Clifford Nelson, a Yardley insurance broker, who served from 1956 to until 1961. Following are the successive Presidents: R.
